Did This Cop Just Cause A Road Accident ?

555 Did this Toronto police officer pull over the white SUV in an unsafe manor, just to give him a speeding ticket? There has to be a better way to pull someone over to give them a ticket, rather than walk out into traffic and cause an accident. Makes you wonder if he also cited the guy behind for the crash.
