Chula Vista PD & San Diego sheriff confrontation with man with mental illness

555 Chula Vista Police Department and San Diego County Sheriff received a call of a male walking down the street with a laceration on his forehead. Upon arrival, Officers encountered the male and his brother. Officers instructed them to both sit on the curb. After a few minutes the male became verbally aggressive and made random statements making it apparent he suffered from some kind of mental illness. The male attempted to get up and was instructed to sit down. The male lashed out at the officers. Officers attempted to detain the male and the male resisted. A Chula Vista Police Officers used a Heel Palm Strike technique at the male which is allowed in many Departments. After a short struggle, the male was detained. He was transported to Paradise Valley Hospital for his injuries prior to the arrest
