Video shows KSP trooper striking man at Detention Center

555 Surveillance footage from the Daviess County Detention Center shows a Kentucky State Police trooper striking a handcuffed man with his foot, which the jail report describes as a kick. The June 24 incident, which took place in the jail's law enforcement room, involved Trooper Joshua Turner and Nazarine L. Ingram Jr., 42, who was being booked on an alleged probation violation. Trooper Corey King, a public information officer for KSP, said Turner said he pushed Ingram with his foot. King said KSP officials "handled" the matter, but he did not know how. Turner, who is assigned to patrol Daviess County, is working his regular shifts, King said. The Messenger-Inquirer obtained a copy of the surveillance and a detention center email describing the incident through an Open Records request. Ingram, of Louisville, has a history of incarcerations in Daviess County. In 2013, he pleaded guilty to first-degree burglary in connection to a 2011 incident where he was charged with entering a home and raping a 15-year-old in the 600 block of Maple Street while threatening her with a tire iron. The charge was dismissed as part of the plea agreement. The detention center shows Turner going behind a counter. Ingram walks to the counter, but then walks over to a bench against the wall. Ingram does not sit. In the , Ingram can be heard cussing at Turner. The shows Turner coming from behind the counter, crossing to where Ingram is standing and striking him with his foot in the chest area. Ingram is pushed against the wall by the strike. Daviess County Jailer Art Maglinger said he learned about the incident the morning of June 25, reported it to KSP and gave the agency a copy of the . Maglinger also gave a copy of the to Ingram's public defender, Saeid Shafizadeh. The jail's email, from Deputy Jailer Preston Schilke to Chief Deputy Jailer Jack Jones says: "at about (1 a.m), control notified me about an incident that happened in law enforcement (room) between KSP Turner and a new intake (Ingram). Once I was notified, I reviewed the footage ... The footage showed Trooper Turner kicking (Ingram) in the chest while he was handcuffed behind his back." King said Tuesday that he had not seen the , but he consulted with a Henderson post supervisor in response to questions from the Messenger-Inquirer. "That trooper reported he pushed (Ingram) with his foot," King said. Turner "himself reported it to the jail and his supervisor. "The supervisor has dealt with it," King said, but he wasn't told what action, if any, was taken. The supervisor, "said it was more of a push than a kick," King said. Shafizadeh said he learned of the incident while interviewing Ingram about the probation violation charge. "One thing he told me that isn't in the , (Ingram) has sort of a large wrist," Shafizadeh said. "He was asking the officer to loosen (the handcuffs), and that's what started it." Shafizadeh said Ingram kicked the door when Turner wouldn't loosen his handcuffs.
