Bodycams capture violent arrest outside Vineland hospital

555 Vineland, NJ -The Cumberland County Prosecutor's Office released body worn camera footage Monday of the arrest of William Oslin in the Inspira Medical Center Vineland parking lot on Jan. 12. Osin, 59, of Vineland, is now being treated at Cooper University Hospital in Camden for a head injury. The footage, taken from the cameras worn by two officers begins with the activation of the body worn cameras at the scene and concludes with Oslin secured on the ground. The footage was not edited for content, said Executive Assistant Prosecutor Kevin Guinan. "However, several portions are blurred to protect the identity of non-law enforcement witnesses at the scene," he said. Oslin was drunk and ignoring police orders not to go near others on the scene when a Vineland officer "pulled him to the ground," according to an affidavit of probable cause for his arrest. Relatives said he is in a vegetative state, with bleeding in his brain, and doctors have advised he has a low chance of survival. The prosecutor's office has not named the officers, but the affidavit and a criminal complaint against Oslin identified him as A. Capelli. The Vineland Police Department online staff directory lists an Anthony Capelli as a patrol officer. Officer Jeffrey Rowan, who assisted Capelli, filed the court documents charging Oslin with obstruction. Rowan stated that hospital staff "flagged down" Capelli because a nurse believed she had seen a man assault a woman in a truck in the hospital's parking lot.
