Dash and bodycam video shows handcuffed man being kicked, suffering seizures

555 A Milwaukee police officer who resigned as part of a deal to resolve criminal charges for kicking a handcuffed subject, and the colleagues accused of trying to cover for him, now face a federal civil right lawsuit over the 2017 incident. Rafael Rosales had sped away from a traffic stop in Milwaukee and led police from several departments on a 20-minute chase before he was stopped in Franklin. After Rosales was already out of the car and handcuffed on the ground, Michael Gasser approached and kicked Rosales in the head so hard his nose broke and he later went into an epileptic seizure. A civil rights lawsuit has been filed on behalf of Rafael Rosales, who was arrested Aug. 4, 2017. Rosales' attorneys say he was attacked by by former Milwaukee Police Officer Michael Gasser. He then suffered epileptic seizures in the back of the squad car.The attorneys released an edited compilation of body camera and squad car video from that day.
