The freak accident happened today (18th April) in the Youyi Jiayuan Residential District in Hefei City in north-eastern China's Heilongjiang Province boarding Russia. In video taken by the homeowners, they can be seen staring up at one of the high-rise tower blocks when strong winds tear off the structure's outer wall.
